Right now Paine Field has three gates - far from the number they need if they want to turn this field into a good Sea-Tac expansion airport. The only airline that uses it is Alaska. This field is in a unique position in that they don't really need a second airline - the massive Boeing plant to the north of it is enough justification to fix it up - but if, say, Delta or Southwest wanted to expand to Everett they'd be kinda screwed because there aren't enough gates.
