This guy is a real piece of work. He's been doing this with impunity for YEARS. As a K9 officer, he set his dog on a homeless guy, then, while the man was incapacitated, shot him in the stomach, then calmly took aim and shot him in the head. He got a MEDAL for that one. The citizens here have been agitating for this shithead to be prosecuted for a very, very long time.
