For a long time, I've favored anyone wishing to own a gun be required to complete training from a state certified trainer, re-certification of training every five years, have gun liability insurance, register all guns with the local police department, and required to have a gun permit.

The Washington bill doesn't go as far as I'd like it to but it's a beginning.
