He stole the identity of public people and falsely requested their absentee ballots be sent to his address.

It's still election fraud. It still could have caused these public figures problems voting. He should be prosecuted.

Prosecution is the only thing keeping people from pulling this crap. They will get caught. No one gets away with this. The signatures of registered voters are on their registration forms. Every clerk who receives that ballot back can compare signatures to their registration form and their voter ID.
