is just flat out lying? That seems - a little unlikely to me - and could probably indeed result in problems for them. But the fact that you say you haven't gotten a form (even late?) for several years running now .. ? That would to me indicate that there most likely 'other issues' at play here. (a corrupted address?)

If you want to pursue this further - I would recommend either an ombudsman (if applicable, and/or such exists) or a call to a congressman's office.
