1. I'm not optimistic about property buyers being warned about climate risks BUT

even if local realtors, speculators, and politicians keep mum about little things like flooding, hurricanes, and tornadoes, I wouldn’t put it past an insurance company or two quietly supporting the occasional web site listing such risks not because of the goodness of their own hearts, but because they don’t like losing money when they have to pay out claims.

With certain exceptions like Frank Kafka (Who did work in insurance), insurance people tend to be risk-averse.
