I read an interesting article a while back on those. Before Ukraine became independent, Russia took all the spent fuel, but after that, they had to look after it themselves. After Chornobyl, the Ukrainian government was understandably leery about Russian safety culture, so they called in US advisers from Holtec - and then set higher standards than were used for American casks.
