I'll take a look to see if there's any information in the paper if I can find the time.

As I've understood the evolution of a safety culture in Russian nuclear engineering, I'm coming to believe that post Chernobyl it has become one of the best in the world.

My understanding about which I learned when the Russian army began shelling the Zaporizhzhia plant, whereupon a DUer solicited my comment, began in preparation of a post in response. I learned that it is very difficult to gain entry to a nuclear engineering program in Russia, because only the best of the best are accepted. The job is highly prestigious and well paid in that country..

The most recent upgrades of VVER reactors strike me as impressive and probably reflect the excellence of the engineers.

One hopes that Russia, post Putin, after abandoning this cruel imperialist war against Ukraine, can emerge from pariah status so that this expertise becomes readily available to the world at large.
