2. I once had occasion to drive around in a city that had banned drive-through fast food places

Didn’t appear to stop horrendous traffic problems from people trying to park in those places. Convenient or not, people were waiting interminable amounts of time in running cars waiting for their turn to purchase their chosen chemical slurry.
