Anything bought in special taxing district where stadium as well as shops and restaurants are built, all taxes go to paying down those star bonds and nothing else. If there is a fire department, police, schools, etc. that happen to be in the district, they get none of the tax money generated by stadium and other shops, restaurants built there. They will have to raise taxes no matter what.
