or have they just realized that the consequences of getting caught are not worth the risk? What do you think your remorseful criminals would do if they could commit a crime with 100% certainty they would not be punished? We don't have to ask, we already know the answer from history. Armies consisting of individuals who would never murder on their own have burnt cities to the ground and slaughtered the entire population, mobs have brutally lynched people, or, as we have seen recently, priests have raped children with impunity while their colleagues and superiors protected them.
