Although medical marijuana is legal in Santa Ana, the city refuses to issue any permits, effectively forcing these businesses to operate illegally, something James and Poppa hope to change with the lawsuit.

It pisses me off to no end that we have legal weed in CA and cities decide, almost willy-nilly, to refuse to let the businesses operate. (Don't get me started on the fact that legitimate MMJ businesses cannot even use banks, placing the owners and workers in jeopardy by creating cash-only businesses that are prime targets for criminals.)
