Elizabeth Ricci, an immigration law professor, says that countries like Canada and China are spending big bucks to poach talent in the tech and AI fields, as the US clamps down on immigration and H1B visas. These moves could mean that the US sees a reduced talent pool and a downshift in competitiveness as foreign workers immigrate to other countries.


In theory, H1B holders' jobs were supposed to be backfilled by Americans. In practice, restricting H1Bs will result in a brain drain.
