...fired the gun and triggered the entire cascade of shooting or that the ICE agent took the gun with one of the rest of the ICE agents seeing it, panicking and starting shooting?

I'm guessing that the level of incompetence in ICE must be off the charts. Any ICE agent who is still participating in this willingly must be essentially a low-IQ goon. How else could ICE so easily ignore the rule of law? If none resign from ICE and Border Patrol at this point, that is possibly evidence that there are no "good" or "semi-law-abiding" ones left anywhere in the organization.
