2. Democracy is the desired ROI, not an investment.

The inputs that create democracy are things like education, health, and related things which are more popular with donors than down-list issues. The strongest forms of democracy emerge with those types of investments.

Like for instance, it's better to have well-informed voters with too few polling stations than ignorant voters with lots. Inputs like that have a snowball effect for the good, while others have diminishing benefit. Donors know that, so down-list issues can feel neglected sometimes, but they're not. The strength of the entire ecosystem benefits them.
