6. Networks don't have licenses because they don't broadcast anything.

They create the programming that TV and radio stations, which do have FCC-issued broadcast licenses, can choose to broadcast. Licenses are issued to allocate frequencies used by the radio/TV spectrum. The guy who wants to head up the FCC should know that, and that the FCC can't revoke a license the NBC television network doesn't have in the first place. Fox doesn't have a license either, but since it's cable the FCC doesn't regulate it either except with respect to some technical aspects of cable.
