4. By saying that Trump could develop guidelines to implement his EO, isn't the SC tacitly saying he can deport citizens?

He is denying birthright citizenship for children of undocumented parents in violation of the 14th Amendment. Miller would be gleeful to rip babies from their parents and deport them to separate countries or even to jails in El Salvador. He loved putting babies and toddlers in cages during Trump’s first term.
