If Ukraine had ceded territory - it would also be giving Putin the people who live there

I would assume most of them would choose to leave before the takeover was finalized. That's what happened to the territory that Finland lost to the USSR in the Moscow Armistice after the Continuation War. Essentially, no Finn in their right mind wanted to stick around and find out what life under Stalin would be like. Yes, they lost their homes and other property, but I'm sure most if not all of them looked back on that decision -- tragic and traumatic as it was -- as the right one.
