They were in the process of arresting her and Noem said it was for being a Domestic Terrorist. She said that she had been ID'ed as a Domestic Terrorist and was being apprehended.

We probably should know exactly what that's supposed to mean. She lived on the street she was shot and killed on. So were they there to arrest her?

If that's the case, it's the only justification for them to be involved in shooting a civilian. If she was impeding their duties or actively attacking them as Noem had said, but she said that the woman was doing this all morning. So was there an ICE arrest warrant issued or some command designation system now in place?

You used to have rules to engage civilian targets with lethal force. Especially in CONUS. The rules have certainly changed.
