"Sir, when Captain William Loren McGonagle of the United States Navy was awarded the Medal of Honor for saving the USS Liberty after the Israelis tried to sink her during the Six Days War, the Secretary of the Navy presented him the Medal at a classified ceremony at the Washington Navy Yard. It's the only Medal of Honor in American history presented in secret and not presented by the President."
