There were certainly plenty of people who voted for the orange felon. But the results are hard to buy (win every swing state below the margin to trigger an automatic recount, under votes, over votes that make no sense).
Everyone has a different take on this idea of stolen elections. However there have been plenty of examples of electronic tampering that have been well documented (Conyers Report from 2004, Clinton Curtis from 2000, Anonymous when they said they intervened to stop a man in the middle scheme). Computer scientists have also repeatedly demonstrated that it is easy to hack the election machines themselves.
The Muller Report also said Russians were inside the election machinery in many states (clearly for a reason).
It would be extremely hard to catch an electronic theft because it does not have to leave a trace or footprints, or produce unbelievable results. A stingray ray machine could be used to catch results in transit and files altered on the fly and it very hard to know if it was manipulated in any way.
