8. A while ago I read an article on military numbers.

During WWII we had a huge number of enlisted men compared to upper level officers. I don't remember the numbers. Those numbers changed when the war ended to more upper officers to enlisted. Back again for Korea and Viet Nam.
During a war you need few officers in relationship to enlisted. During peace time you need more officers.

The theory being that it is harder to train the management group than the fighting forces. I think that is correct. I don't know what the precise ratio should be. We are in many small engagements and teh types of wars have changed. But to just rush in and hack is just as stupid as everything else this administration is doing.
