3. Is it rather rare for a sitting POTUS to deny a state's request for disaster assistance?

I'm trying to recall if I can ever remember it happening.

Of all the horrific things this administration is doing, the thing that pisses me off the most are the steps he is taking to increase the likelihood that Americans are killed or financially destroyed by natural disasters and global warming, and that the agencies that exist for the purpose of warning, defending and making us whole after a disaster are rendered dysfunctional.
